Position Summary
M&E Coordinator provides support to the monitoring and evaluation of an International Development project in NE Syria. Under the Chief of Party (COP) supervision, the M&E Coordinator is responsible for implementing the program’s monitoring and evaluation (M&E) plan, overseeing M&E activities inside NE Syria, and drafting reports on program outcomes.
Reporting Line and Responsibility
The Monitoring and Evaluation Coordinator reports to the Chief of Party (COP) and supervises the M&E Officer and the M&E field staff team.
Primary responsibilities:
• Manage the overall program's Monitoring and Evaluation (M&E) plan, which assesses the outcomes of activities and measures performance against the Results Monitoring Plan (RMP).
• Contributing to the overall strategic planning and decision-making processes within the program, providing input and recommendations based on M&E findings and analysis.
• Supervising and providing guidance to the M&E team in Berlin and Syria, ensuring they have the necessary support and resources to carry out their responsibilities effectively.
• Collaborating with the COP and other stakeholders to develop and implement M&E strategies, ensuring alignment with project goals and objectives.
• Drafting data collection tools such as surveys, focus group discussion (FGD) guides, and key informant interview (KII) guides, seeking approval from the COP.
• Contribute to and finalize weekly and quarterly reports on an ad hoc basis for the COP to review;
• Develop a standard set of project M&E templates for field team used to collect and track indicator data for reporting up to the project RMP;
• Develop a verification mechanism for activities, equipment and other operational support and train staff on this mechanism;
• Manage M&E data collection in the field, with oversight from the COP, and coordinate the field teamwork to ensure program meets data collection targets;
• Analyze quantitative and qualitative data and report against program indicator performance for quarterly and ad hoc evaluation reports;
• Update and manage project repository for M&E data;
• Serve as the main point of contact for the M&E team with the client, headquarters, and other stakeholders.
• Provide capacity-building mentoring and training to team members inside Syria so they are better able to collect high-quality data, analyze findings, and draft reporting for team;
Qualifications
• University degree in social sciences, management or related technical field, or equivalent experience
• have 4 years of general work experience, and 2+ years of specific experience in monitoring and evaluating programs in transitional environment. Must have 1+ years of supervisory experience.
• Fluent written and spoken Arabic and advanced written and spoken proficiency in English required;
• Good knowledge of M&E systems and processes;
• Demonstrated experience designing and analyzing performance indicators;
• Experience designing remote data collection plans and tools in transitional environments;
• Previous experience in evaluating and reporting on program results;
• Knowledge of computer systems, internet navigation and various office applications;
• Proven ability to conceptualize, plan and execute ideas, as well as impart knowledge and teach skills;
• Work eligibility in Germany required.
